Kunming Urban Drainage and Sewerage Monitoring Station
(hereinafter referred to as the Station), also known as Yunnan Urban Drainage and Sewerage Monitoring Station, was established in August 2000 and is affiliated to Kunming Dianchi Administration. The Station is a professional agency specialized in drainage monitoring. It is also a node in the national urban drainage monitoring network that consists of twenty stations. The main duties of the Station are to: implement policies, regulations and standards on monitoring of urban drainage; organize, develop and implement plans and/or technical specifications on monitoring of urban drainage; organize and lead to build the province-wide drainage monitoring network; carry out province-wide drainage supervision and inspection on a regular basis; manage, in a centralized manner, the drainage monitoring technology and monitoring data; monitor the quality of water into and out of Dianchi Lake, that discharged by the city's main dischargers, that out of the city's wastewater treatment plants and that out of the city's main drainage network; and provide monitoring data for effective pollution control in Dianchi Lake as well as safe operation of urban drainage facilities.
With the great support of Kunming Bureau of Foreign Experts, the Station has had effective cooperation with Agbar during 2008 to 2010. The Station worked with Agbar’s experts (5) on the Feasibility Study of the System for Monitoring, Control and Management of Total Pollution Loads in Main Rivers along Dianchi Lake Basin and The Feasibility Study of an Automated Water Quality and Flow Monitoring and Control System for Wastewater Treatment Plants in Yunnan. Thanks to the cooperation with Agbar, the Station successfully obtained the grant (FEV), which was approved by Spanish Ministry of Industry, Tourism and Trade Ministry, to implement the project. 2009 to 2011 have seen the cooperation with Suez, Switzerland. We worked together with Suez’s experts (21 in total), who have admirable expertise in regional planning, sewage treatment, protection of urban water environment, lake pollution control and protection of water resources, on the "Clear Lake Project". These experts have given us many constructive suggestion and advice on pollution control in Dianchi Lake.
Ivo Fornesa, the senior executive of Agbar, has been a dear friend of the Station for years. He is like an excellent ambassador facilitating the communication between people of different nationalities, from different cultural background and with different economic and social formation. He helped us obtain the grant from the Government of Spain so that the feasibility study could be completed, and moreover, he has made outstanding contributions to construction of urban supporting complex, to environment restoration and protection, to energy saving and emission reduction, and to promotion, dissemination and development of our cultures. It is not surprising at all that he was given the "Cloud Award" in 2009 by the People's Government of Yunnan for his outstanding contributions and the "Friendship Award", the most prestigious award in China, in 2012 by the State Council.
