The 4-day 6th Plenum of the 9th CPC Kunming Municipal Committee was opened on January 4 to sum and review the work done in 2009. With the Eleventh Five-Year Plan being completed, the twelfth Five-Year Plan will be designed in advance with the expectations of achieving development by leaps and bounds.
