The fifth session of the 12th Kunming People's Gongress conference was opend yesterday. Mr. Zhang Zulin, the vice secretary of Kunming municipal Party Committee and Mayor of Kunming, made his government report to the audience.
10 Focuses in government report
1 Economic development expected goal
The regional GDP is expected to increase by 10% and fiscal income increase by 10% in the year 2009.
2 Expand domestic demand by expanding investment and consuming. The city government ensures more than 70 industrial projects and public service projects and transportation construction projects to be carried on in 2009. On consumption, the government will put emphasis on the rural markets; greatly develop finance, insurance, education, medical industry, information technology in countryside area; increase farmers’ income and encourage the rural consumption.
3 Improve transportation condition in Kunming. To build cross-city transportation system and speed up the construction of high-speed-surrounding-the-city transportation system and city exits system. Finish the construction of 4 bus station on 4 directions in the city of Kunming.
4 Focus on Dianchi lake water treatment. Kunming achieved obvious effect of Dianchi lake water treatment on the river channel alignment of Panlong River, Baoxiang River, Daguan River, Jinzhi river and Xinyunliang River last year. Six big projects such as sewage intercepting surrounding the Lake, eco condition improvement around the lake, river channel alignment, river silt dredging, water source protection and introducing water supply from other valley will be carried on this year.
5 Focus on investment and business attraction. Kunming saw historical breakthrough on investment attraction last year and the goal of this year is the actual utilization of foreign capital reaching $600m and attracting domestic investment of ￥60b.
6 Promote the employment condition. Kunming aims to increase about 80 thousand employment in 2009 while encourage citizens to start new businesses by providing preferential tax, market and social security policies.
7 Try to strengthen social security system. The point is to strengthen the fundamental housing construction and perfecting the social security system.
8 Focus on education development. Increase the supply of educational resources and finish the construction of several key educational projects such as Anning and Songming vocational education bases.
9 Perfect the medical care industry. Positively construct the medical service system covering cities and countryside, speed up the construction of the key projects such as the Children's Hospital, the North District Affiliated Hospital of Kunming No.1 People's Hospital and etc.
10 Focus on housing arrangement. To establish and perfect the housing guarantee and supply system, make sure the construction of the low rental houses and economically affordable houses not lower than 5% of the construction of commodity houses in 2009.(translated by Sam)
